KPMG report on GRA-SML deal: Special Prosecutor or CHRAJ may have to take up this matter – Mary Addah

The Ghana Integrity Initiative (GII) has said it is interrogating the KPMG report on the deal between the Ghana Revenue Authority (GRA) and the Strategic Mobilisation Limited (SML), to come up with suggestions on the way forward.

The Executive Director of GII, Madam Mary Addah said the other state investigative bodies such as the Office of the Special Prosecutor or the Commission on Human Rights and Administrative Justice (CHRAJ) may have to take over the matter.

Speaking on the Ghana Tonight show on TV3 Thursday May 23, Madam Addah said “One of the things we are doing is to interrogate the report, look at the various issues that are upcoming, and then we see what other actions we are going to be taking.

“We will come up with our next stops including the need to go beyond just talking, we could do all the things we had done in the past inclduing demonstrations, including exploring the possibility of going to court and also referring some of the investigative bodies, either CHRAJ or the SP to further take actions on this. so there are many more opportunities for us to do this.”

She further said that persons who have committed wrongdoings in the contract have to be held accountable.

To her, it cannot be business as usual for people to go free despite their wrong actions.

“If there have been breaches, people will have to be held accountable,” Mary Addah said .

She was commenting on the full report on the agreement between the GRA and the SML that was released by the president yesterday, Wednesday, May 22.

The report mentioned among other things that the GRA entered into six service agreements with SML without gaining approval from the Public Procurement Authority (PPA) contrary to the Public Procurement Act.

It also said there was no evidence of parliamentary approval for the award of a multi-year contract. Similarly, there was no evidence that contracts in 2018 and 2019 were submitted to the GRA board for consideration and approval.
